Nandan Nilekani and India's Digital RevolutionWhen people think of India, they often picture chaotic cityscapes, a massive population, and the lingering shadows of a complex caste system. Yet today, India is transforming into one of the world's most dynamic digital nations. At the center of that transformation stands Nandan Nilekani.Born in 1955 in Karnataka in southern India, Nilekani graduated from IIT Bombay and was among the first to recognize the potential of the IT industry in its early days. In 1981, he co-founded Infosys Technologies, which went on to become one of India's most prominent IT companies with a global presence. But his true social mission did not end there. In 2009, at the request of the Indian government, Nilekani stepped into a new challenge as the head of a national project — an unprecedented effort to connect 1.4 billion people through digital infrastructure.Aadhaar: Proving You Exist Through BiometricsOne of India's most longstanding problems was that vast numbers of its citizens had no way to prove their identity. Hundreds of millions of people — rural poor, migrant workers, women, the elderly — lacked official identification. They couldn't open bank accounts or receive government subsidies. They existed in society, yet were shut out of its systems.Aadhaar (meaning "foundation" or "base" in Hindi) was designed to solve this problem at its roots. The system collects ten fingerprints, iris scans from both eyes, and a photograph, then issues a unique 12-digit identification number to each individual.From its formal launch in 2009, enrollment grew explosively. By 2016, one billion people had registered. By the 2020s, roughly 1.3 to 1.4 billion had enrolled — the biometric data of more than four times the entire population of the United States, all managed under a single digital ID.A key architectural decision was the separation of "authentication" from "identification." When a fingerprint is scanned, the system simply confirms that the person is who they claim to be — it does not record where they were or what they did. Nilekani was firm on this point from the beginning, partly in response to persistent criticism that the project could be used to build a surveillance state.India Stack: Layering a Digital InfrastructureAadhaar is not simply an ID card. It is a foundation upon which a broader set of digital infrastructure layers has been built — collectively known as the India Stack.The first layer is eKYC (electronic Know Your Customer). Banks and telecom companies can access the Aadhaar system to verify a customer's identity in seconds. What once required hours of waiting in line and stacks of paperwork can now be completed on a single smartphone.The second is UPI (Unified Payments Interface). Launched in 2016 by the Reserve Bank of India and the National Payments Corporation of India, UPI enables real-time transfers between bank accounts. Even a street food vendor can accept payments simply by having a customer scan a QR code. By 2023, monthly transaction volumes surpassed 10 billion, making India the world's largest real-time payments market — a scale and speed that far outpaces comparable systems in Japan or elsewhere.Then there is DigiLocker, a digital vault where citizens can store official documents — diplomas, driver's licenses, insurance certificates — in the cloud and retrieve them as needed. The risks of losing paper documents or having them forged have been dramatically reduced.Finally, eSign allows identity verification and digital signing to happen simultaneously, streamlining the processing of contracts and official applications. Nilekani has consistently emphasized that this entire stack is open: private companies can access it freely via APIs to build their own services, enabling a flourishing of fintech startups, health applications, and agricultural tools built on top of this shared foundation.Fighting Subsidy Fraud and "Invisible Corruption"India's administration had long been plagued by leakage in its welfare programs. Food subsidies, fuel subsidies, agricultural support — money meant for the poor was routinely siphoned off by middlemen or claimed by ghost recipients. At one point, estimates suggested that 30 to 40 percent of allocated subsidies never reached their intended beneficiaries.Aadhaar confronted this directly. By linking recipients' biometric data to their bank accounts, the system eliminated "ghosts" and duplicates — cases where the same person held multiple accounts under different names and received benefits multiple times.The Indian government claims that between 2014 and 2022, the reforms prevented approximately ¥33 trillion (roughly 2.2 trillion rupees) in fraudulent expenditure. Some researchers dispute whether those figures are inflated, but even accounting for that skepticism, the impact on administrative efficiency has been internationally recognized.The system also proved its value during the COVID-19 pandemic. When hundreds of millions of low-income workers lost their livelihoods to lockdowns, the government delivered direct cash transfers through Aadhaar and linked bank accounts — no queues, no intermediaries. Tens of millions of people received payments within days.The Controversies: Light and ShadowThis project was never without fierce controversy.Privacy concerns were the loudest criticism. India had no comprehensive personal data protection law in 2009. Lawyers, activists, and academics repeatedly challenged who controlled the data and how it would be used. Multiple lawsuits were filed in the Supreme Court starting in 2013, and in 2018 a landmark case examined Aadhaar's constitutionality. The court ruled it was constitutional in its basic form, but restricted its mandatory use by private companies.Exclusion proved to be a serious problem as well. Biometric authentication may appear neutral, but in practice, elderly people and agricultural workers with worn fingerprints, and those with certain skin conditions, were unable to register. Since government services were tied to Aadhaar enrollment, NGO investigations documented numerous cases of people being cut off from food rations or pension payments as a result.Data breaches also occurred. In 2018, a BBC investigation reported that Aadhaar data for roughly one billion Indians could be purchased for 500 rupees (around $6). The government strongly denied the claim, but security concerns have never fully subsided.Nilekani has taken these criticisms seriously while maintaining that "waiting for a perfect system would have meant decades of no progress." He continues to argue that the architecture of Aadhaar, by design, prevents centralized logging of transactions — making surveillance-state-style misuse technically difficult.Finternet, AI, and a Mind That Won't Stop at 70By 2026, Nilekani turns 70 — yet his intellectual energy shows no sign of slowing. One of his current pursuits is Finternet, a concept for next-generation financial infrastructure that would do for the movement of financial assets what the internet did for the movement of information. Developed in collaboration with the World Bank and the Bank for International Settlements, the vision is a system where tokenized assets can be sent and received across borders, finally connecting people in developing countries without bank accounts to the global financial system — scaling the design philosophy of India Stack to the world.He is also focused on the democratization of AI. Under the banner of "AI for a Billion," he envisions a future where a farmer in a rural village who doesn't speak English can consult an AI about agriculture in their own language. With 22 official languages and hundreds of dialects in India, he believes the combination of translation technology and AI holds the key to crossing the final barrier of the digital divide.Smart electricity infrastructure is another priority. With India losing over 20 percent of its generated power to theft and transmission losses, Nilekani sees digital IDs combined with smart meters as a way to make energy flows visible and fraud preventable.What Nilekani Has Shown the WorldThe global attention Nilekani's work has attracted is not simply because it succeeded in a large market. It is because it demonstrated that digital transformation is achievable at low cost, in a short time, and in a developing country — through cooperation between government, the private sector, and civil society.Estonia's digital government model was built for a nation of 1.3 million people. India achieved something comparable at a scale of 1.4 billion, while contending with poor infrastructure and literacy challenges.The UPI model has been exported to Singapore, the Philippines, and Brazil. Governments across Indonesia, Africa, and South Asia are drawing on India Stack's design philosophy to build their own digital ID systems. At the UN and G20, Nilekani's work is repeatedly cited as a model for developing-country digitization.His philosophy is simple: technology exists for people; people should not have to adapt to technology. When bureaucratic complexity and corrupt intermediaries stand between people and institutions, well-designed digital infrastructure has the power to remove those walls.
